JOB TITLE:            Payroll & Benefits Specialist

SHIFT:                   Day

STATUS:               Full-Time                                                                                                                                                    

POSITION SUMMARY - This position is responsible for providing support in the administration payroll and benefits, human resources programs and services, with special emphasis in the HR functional areas of, payroll, benefits, and regulatory compliance.  

RESPONSIBILITIES - Administers all required records, reports, statistics, logs files and other documents as relative to payroll services.  Responsible for completion of all payroll taxes and Government filings related to the PLHS and Home Connections bi-weekly payroll. Completes and submits all government required documents including payroll tax reports, and 5500’s. Administers employee benefit and retirement plans including enrollments and terminations. Act as liaison between employees and insurance vendors to resolve benefit related problems and ensure. Effective utilization of plans and positive employee relations.  Ensures human resources programs are in compliance with established policies, procedures and federal, state, and industry regulations.  Conduct periodic audits of HR functions and processes to ensure compliance. Prepares and maintains internal and external reports utilizing statistics and appropriate HR metrics to report the performance of various HR programs.Participates in employee presentations and workshops related to assigned areas and programs. Develops and maintains affirmative action program; files EEO-1 reports annually, and maintains other records, reports and logs to conform to EEO/AA regulations. Completes and maintains required documentation to comply with government mandated regulations such as FMLA. Works with the Director of Human Resources in the planning, development, implementation, administration and performance measurement of HR programs, special projects and strategic HR initiatives.

Education and or Experience - Bachelors degree in Human Resources, Business or related field with a minimum of 3 years of comprehensive HR experience at a professional level, including a demonstrated track record in the design, development, implementation, communication and administration of several HR functions. Demonstrated working knowledge of a full range of human resources functions including compensation, benefits, recruitment and selection, employment law and a strong emphasis on employee relations.  Must have excellent written and verbal communication skills, interpersonal relation and superior customer service skills.  Must possess strong problem solving, consulting and project management skills.  Strong analytical and reasoning skills.  Ability to deal effectively with employees at all levels.  Must have effective presentation and training skills.
